The Khuzaits might have the best horse archers, and the Battanians the best archers, the Sturgians the best infantry and the Aserai the best cavalry, but it doesn't help them that much if the Empire has the second best horse archers, the second best archers, the second best infantry and the second best cavalry, altogether.I made a post a few years back asking for something similar, and I got 40% infantry, 40% ranged, and 20% Cavalry. The Infantry would act as a wall while the ranged troops did most of the work, and keep the cavalry in reserve to deal with enemy units out of the ranged troop's range, or trying to flank the formation.

In the mid-game, you probably want a main line of at least 40 tier 4+ shield infantry. This forms your anvil in battle, supplemented by 20-30 skirmishers and/or two handers. In the late game, when you have 200+ unit parties, having around 60-100 shield infantry is usually safe.

I tend to set infantry in a circle formation with archers in square inside the circle. Then, have the cavalry divided into two skeins, one flanking either side. They need to be decent in melee to be viable. As such, I'd say an army of solely throwing infantry is bad, but would recommend a large army of sturgian heavy axemen.
