Hello, I plan to buy the game this afternoon (complete beginner) and I want to play female saiyan, but it looks people recommend different build distribution. with a mandatory +5 stamina in QQbang, and SSJ3 transformation. But sometimes, people recommend mandatory points in health/stamina, and say it's better to go with 125 strike + 84 base atk.

In XV2 a female Saiyan's attack isn't gimped unlike 1 and their base strike super is relatively high, so yeh you definitely can make a viable strike super female build. Although since you're playing with limitations, you may as well focus less on your moves being all strike supers and more on moves that would compliment your playstyle.
