I was able to do it both yesterday and today. yesterday I was able to tweak the "grizzlies" outfit and make it my cold weather outfit while still retaining the others.

If you save all outfits without a hat, since you can’t change hats while in a horse, you have the option for each (outfit) to wear a hat or not.
