09 lmm throwing p0090 code fpr circuit. I’ve changed fpr, mass air flow sensor, map sensor, throttle position sensor. Still getting code. I ohmed out my fpr wire and it’s good. I’m showing 25k-29k psi on fuel rail. I’m also only getting 2.5v-3v at the fpr plug. I’ve read it’s suppose to be 5v. any input is welcome. Thank you.

I have replaced the FPR and the ECU and check the wire harness continuity between the two. Truck will intermittently not start when temp is below 35 degrees. The only code is p0090. I clear the code and it starts up immediately.
