After searching for answers, the only thing I've found is that the hostage in the armory is for a tier 5 mission. Can't find anything on the missing safe/ WC. The bug has to do with bundle attachments as far as I can tell, and seems to also happen with non bugged guns when you have a backpack without a stow weapon slot. Any attachment from a bundle will bug any gun. This applies to insured, or contraband guns, either awarded or player weapons extracted.

Good fortune worked for me, I dropped in the roof and grabbed it then unlocked the door from the inside. Got credit for the gun after exfil.
